Creating a coherent climate mitigation policy that can effectively control net emissions is a technically complex problem that has significant economic impacts and is, therefore, a contentious political issue. This complexity has so far prevented New Zealand from developing a comprehensive policy to deal with climate change. If we are to develop a bold and coordinated solution, we need to look at the political and technical aspects separately. As part of its "Integrated Economics of Climate Change", Motu started a Climate Change Policy Dialogue Group (CCPD) in June 2007 to resolve these issues. The immediate purpose of the CCPD is to collaboratively develop and review an emissions trading system design. A further purpose is to develop the capacity to work around complex climate change issues from a New Zealand perspective. CCPD members have a range of technical, sectoral and social perspectives and bring their experience and knowledge from their particular area to the group effort. After each CCPD meeting, papers are released, thus contributing to the wider climate change debate.
